The prophet up until now has been looking hundreds of years into the\u00a0future he now\u00a0comes back to his day. The people were continuing on with the building of the temple. There was a problem of no rain. The people never connected the dots that the withholding of rain was the with holding of God&#8217;s blessing. Rain in the Bible was always seen as a mark of God&#8217;s blessings. The reason why they didn&#8217;t see it was verse two tells us they had no Shepherd.\u00a0A Shepherd was one who had great love for the people of his flock.
